As predicted last month, September turned out to be quite a busy month for the regulators and for us here at GridSME.

FERC issued two notices of proposed rulemakings this month which intend to approve three new or revised standards. NERC continues to plow ahead with its new permutations of the Reliability Assurance Initiative with the release of their new Risk-Based Compliance Monitoring and Enforcement Process, as well as a couple of other new wrinkles.

FERC Proposes to Approve Two Revised Communications Reliability Standards

On September 18, 2014 FERC issued a Notice of Proposed Rulemaking that proposed to approve the COM-001-2—Communications and COM-002-4—Operating Personnel Communications Protocols Reliability Standards, three new defined terms, and the accompanying violation risk factors and violation severity levels as well as NERC’s proposed implementation plan.
